Emergency financial support for Romanian farmers affected by drought

Why this support?
The measure partially covers the losses incurred and provides farmers with the
resources they need to continue their activities, without distorting the market
or competition.
The scheme is based on Regulation (EU) 2026/1698 of the European
Commission, which establishes exceptional measures for the agricultural sectors
in several Member States severely affected by extreme weather events.
How much does the program cost and where does the money come from?
- Total budget: 155,361,520 lei (approximately 29.6 million euros)
- 50% from non-repayable European funds, via the European Agricultural Guarantee Fund (EAGF)
- 50% from the state budget, via the Ministry of Agriculture and Rural Development’s budget for 2026
Who’s eligible for the aid
- Agricultural producers and farmers who grow maize and sunflowers and have areas affected by drought to a degree of 30%–100%
- The extent of the damage must be evident from official inspection reports
How much is granted
- The amount is calculated in proportion to the extent of damage to the crop
- A maximum of 333 lei/ha (approximately 63 euro/ha), for agricultural land that has been completely destroyed
Who makes the payments and by when
- Payments are made through APIA (the Agency for Payments and Intervention in Agriculture) to eligible farmers across the country
- Payment deadline: 31 December 2026
