What is the e-MOVE RO State Aid Scheme?

The program has a total budget of €262 million, financed through the Modernisation Fund, and aims to develop recharging infrastructure for vehicles and other zero-emission means of transport.
What investments can be financed?
The scheme covers both public infrastructure and infrastructure intended for company fleets. Eligible investments include infrastructure for road vehicles, zero-direct-emission railway rolling stock, aircraft and ground-support equipment, as well as equipment used in maritime or air logistics hubs.
The three e-MOVE RO sub-measures
The budget is allocated as follows:
- €66 million for charging infrastructure intended for fleets;
- €92 million for private fleet-related infrastructure combined with renewable energy generation and storage;
- €104 million for public or mixed-access infrastructure integrated with renewable energy generation and storage.
The aid is provided in the form of grants and may cover up to 100% of eligible costs. However, cumulative support is capped at €25 million per undertaking for the duration of the scheme.
What are the main eligibility conditions?
Micro-enterprises, SMEs and large enterprises may apply, including certain autonomous state-owned entities and companies. Excluded applicants include, among others, newly established companies and undertakings in difficulty, insolvency or bankruptcy.
Specific technical requirements apply to public infrastructure, including 24/7 operation, non-discriminatory access and electronic payment at the terminal. Projects must also comply with the DNSH (Do No Significant Harm) principle and be supported by an opportunity analysis.
Timeline and key points for companies
The scheme is effective from August 10, 2026, with application sessions scheduled through December 31, 2028. The grant must be applied for before construction begins or before any firm legal commitment that makes the investment irreversible is entered into.
For interested companies, assessing eligibility, structuring the investment and verifying the funding requirements before submitting an application are essential to reducing the risk of ineligibility.
