Government Decision No. 569/2026, published in Official Gazette No. 614 of July 28, 2026, approves the procedure for granting, suspending, modifying, and terminating the right to housing benefits and transition benefits for adults with disabilities.
The measures target persons classified as having severe, significant, or moderate disabilities and aim to support the transition from institutional care to community living, as well as to prevent institutionalization.
Who Can Benefit from These Measures
The transition benefit is intended for persons leaving public residential centers who benefit from deinstitutionalization and community integration measures. Situations in which the person benefits from supported community living services for independent living are excluded.
The housing benefit is intended for persons with severe, significant, or moderate disabilities who are at risk of institutionalization. This category may also include persons who benefit from supported community living services for independent living.
According to the procedure, a deinstitutionalized person is someone who has left a residential social service intended for adults with disabilities and transitioned to independent living in the community.
How the Benefits Are Financed
Housing and transition benefits are financed from the state budget or from non-reimbursable external funds, under the conditions provided by the applicable legislation. The management of the funds is the responsibility of the General Directorates for Social Assistance and Child Protection (DGASPC), which must comply with budgetary limits and the eligibility rules applicable to European-funded projects.
For persons at risk of institutionalization, identification is carried out based on a methodology for assessing individual needs for community living. This methodology is to be approved by an order of the President of the National Authority for the Protection of the Rights of Persons with Disabilities.
