Changes to the State Aid Scheme for Composting Plants

The new provisions were introduced by Ministry Order No. 1332/2026, published in the Official Gazette No. 537 of 30 June 2026, and entered into force on the same date.
The order amends the scheme originally approved under Order No. 620/2024, which supports investments in facilities producing compost from livestock manure and other compostable waste.
New Deadlines Introduced
The main amendment extends the validity period of the funding scheme.
Under the updated provisions:
- the state aid scheme for composting plants will remain in force until 31 July 2026;
- the validity period may be extended if permitted under European Union legislation;
- payments to beneficiaries may be made until 31 August 2026.
These amendments update Article 11 of the state aid scheme and provide beneficiaries with additional time to complete the administrative and financial procedures related to their projects.
What the Changes Mean for Beneficiaries
The extended deadlines offer greater flexibility for beneficiaries implementing investments in compost production infrastructure. At the same time, the authorities will have additional time to process applications and complete payments under the programme.
The scheme continues to support investments aimed at recovering livestock manure and other compostable waste, in line with the circular economy and sustainable waste management objectives established under Romania’s National Recovery and Resilience Plan (PNRR).
Economic operators interested in this funding should monitor any future decisions regarding a possible extension of the scheme and ensure compliance with all requirements set out in the state aid scheme and the applicable funding guidelines.
