In the Official Gazette with the number 1051 of 31 October 2022 was published the M.C.I.D. Order no.21578 of 14 October 2022 on the approval of the establishment of the National Register of Experts for the certification of research and development activity – REXCD, of the Selection Methodology for the Corps of Experts and of the Methodological Norms on expertise for the certification of research and development activity.
It is approved the establishment of the National Register of Experts for the Certification of Research and Development Activities – REXCD, which has the framework structure provided in Annex no. 1.
The persons registered in the register referred to in paragraph (1) shall constitute the Corps of Experts.
The Selection Methodology for the Corps of Experts, set out in Annex No 2, is approved.
The composition of the Corps of Experts shall be approved by order of the Head of the State Authority for Research and Development.
The methodological rules on expertise for the certification of research and development activities, as set out in Annex no. 3, are approved.
The methodological rules provided for in paragraph (1) shall apply from 1 January 2023.
On 1 January 2023, the Order of the Minister of Research and Innovation no.350/2019*) on the approval of the National Register of Experts for the certification/expertise of the research and development activity shall be repealed.
By exception to the provisions of paragraph (1), the experts nominated by the order referred to in paragraph (1) shall complete the expertise and certification work initiated in 2022 by 31.01.2023.
Annexes Nos. 1-3 are an integral part of this Order.
The Directorate for the Management of Research Material Bases, as a specialized directorate, of the Ministry of Research, Innovation and Digitization, as the state authority for research and development, and the Advisory Board for Research, Development and Innovation shall carry out the provisions of this Order.
This Order shall be published in the Official Gazette of Romania, Part I.
The National Register of Experts for the certification of research and development activities, hereinafter referred to as REXCD, shall be constituted by research and development fields, corresponding to the fields and sub-fields of the National Strategy for Research, Innovation and Smart Specialization 2022-2027, approved by Government Decision no. 933/2022, and shall contain relevant information on the members of the Corps of Experts.
The REXCD framework structure includes the following information:
- Research and development areas, in alphabetical order;
- the research and development subfield in which the expert has expertise and competence;
- the experts’ first and last names, in alphabetical order;
- scientific degree/teaching function;
- the research and development unit – UCD1 where the expert has a working relationship;

- contact details of the experts;
- the administrative act of registration in REXCD.
An expert may opt for one research and development field and a maximum of 3 research and development subfields.
In order to classify the activities as Research and Development, the State Authority for Research and Development provides taxpayers with a Corps of experts to carry out expert appraisals with a view to certifying the Research and Development activity.
The members of the Expert Corps are registered in the National Register of Experts for the certification of Research and Development activities, hereinafter referred to as REXCD.
