Why a Ladder Is Never the First Choice When Working at Height

At the end of a working day on a construction site, a façade installer climbs onto scaffolding that was assembled in a hurry, without complete guardrails on all sides. It is not the first time he has done this. Deadlines are tight, and fully assembling the scaffolding would have taken another hour. Most of the time, nothing happens. But it only takes one misstep for “most of the time” to become “this time.”

Working at height remains one of the most heavily regulated activities in the field of occupational safety and health precisely because the margin for error is very small and the consequences of a fall are generally among the most severe of all workplace accidents. Government Decision No. 1146/2006 on the minimum safety and health requirements for the use of work equipment by workers establishes, for temporary work at height, a clear hierarchy of measures that employers are required to follow.

The basic rule is simple, although it is often ignored in practice: if work cannot be carried out safely from a stable surface, equipment must be selected that ensures and maintains safe working conditions, and collective protective measures—such as guardrails, working platforms, and safety nets—must always take priority over personal protective equipment, such as safety harnesses. In other words, securing a worker with a harness while they remain in an unstable position is not the correct solution when a properly installed working platform could eliminate the risk of falling altogether.

Ladders, whether single or step ladders, occupy the last place in this hierarchy. Government Decision No. 1146/2006 permits their use as temporary workplaces at height only where the risk is low, the duration of use is short, or the characteristics of the workplace do not allow the employer to modify the existing conditions. In practice, however, the ladder often becomes the first and only option because it is the quickest to use—not because it is the safest.

A similar situation applies to rope access and work positioning techniques, which are increasingly used for façade work and high-rise window cleaning. The legislation allows their use only when the risk assessment demonstrates that the work can be carried out safely and when safer equipment cannot reasonably be justified on technical or economic grounds. It is not a default option but a conditional one, requiring specifically trained personnel and a dual safety system.

Beyond choosing the appropriate equipment, the general obligations remain unchanged: periodic inspections of scaffolding and working platforms, training workers on their proper assembly and use, and, above all, effective on-site supervision. Scaffolding that was correctly assembled in the morning may become hazardous by the evening if someone temporarily removes a guardrail to move materials and forgets to reinstall it.

Working at height does not become safe simply by formally completing a checklist. It becomes safe by understanding that every element of the hierarchy of protective measures—from the working platform to the guardrail, from the safety harness to proper training—exists to compensate for precisely that brief moment of inattention that, at ground level, would likely have had no consequences.
