Starting from October 2025, the monthly value of nursery vouchers will increase to 710 lei, according to Order no. 2007/2025, published in the Official Gazette no. 899 on October 1, 2025. The measure applies for the second half of 2025 and, according to Article 2 of the order, will also apply in February and March 2026 – the first two months of the first half of next year.
This update concerns all institutions granting nursery vouchers under Law no. 165/2018 and Government Decision no. 1045/2018, as subsequently amended. The previous value of 640 lei had been in effect from April to September 2024. The new increase is part of regular adjustments based on economic indicators and aims to support families in covering the rising costs of early childcare.
Nursery vouchers are an optional, non-salary benefit granted by employers to cover expenses for accredited public or private nurseries. While not mandatory, they represent a tax-efficient tool: exempt from social contributions and subject only to income tax, making them attractive for both employers and employees.
For implementation, employers must collaborate with an authorized issuer and comply with the procedures regulated by the current legislation. It is important that the vouchers are used exclusively in institutions affiliated with the nursery voucher system, as required by law.
This adjustment in the monthly value reflects the authorities’ commitment to balancing family needs with the current economic context. For employers, the update can also be an opportunity to strengthen their benefits and employee retention policies.
