Priority Axis 2 – Improving the competitiveness of small and medium-sized enterprises

Investment priority 2.2. “Supporting the creation and expansion of advanced production capacity and service development.”

Objectives:

  • Specific objective: improving economic competitiveness by increasing labor productivity in SMEs in the competitive sectors identified in the National Strategy for Competitiveness;
  • Identifying an optimal growth model, both in the sense of moving to another category of size, and in the sense of developing the activity, in order to increase the size of the market (local market to become regional, national or international);
  • supporting companies that have the potential to develop/maintain their market position by strengthening competencies superior to the competition operating in economic fields in which they can develop and/or maintain a competitive advantage and, in general, the development of their economic activity, as well as and those who intend to adapt their work to these areas.

Development regions North East, South East, South Muntenia, southwest Oltenia, West, North-West, Center.

Projects cannot be submitted for investments located in the Bucharest Ilfov development region.

Investments eligible for regional co-financing include:

  • Construction, expansion of production/service spaces;
  • Endowment with tangible, intangible assets;
  • Eligible modernization works only insofar as they are related to an initial investment.

Investment categories:

  • Creation of a new production / service unit;
  • Expanding the capacity of an existing unit;
  • Diversification of the production of an existing unit.

The allocation of the call for projects is 150 million euros, an amount distributed over the 7 development regions.

Amount of grant:

  • minimum 1,5 mil. euro and
  • maximum 6 euro

Eligible applicants:

  • small and medium enterprises in urban areas, or
  • medium enterprises in rural areas.

The maximum amount of de minimis aid that can be granted to a single undertaking is EUR 200,000, a limit which will be reduced by the cumulative amount of all de minimis aid granted to the sole undertaking during the last 2 fiscal years before the date of submission of the grant application and the current year of submission of the grant application.

Co-financing rate granted under the call for projects: 45% -70%, depending on the place of implementation of the project, as well as the type of applicant (respectively classification in the category of small and medium enterprises). Thus, the beneficiary’s contribution is between 30% -55%.

For the de minimis aid component of the project, the program contribution is a maximum of 100% of the eligible amount of de minimis eligible expenditure and within the de minimis limit.
