Explosive Atmospheres in a Flour Storage Facility

A grain storage facility or an industrial painting area may not appear any more dangerous at first glance than any other production hall. Yet fine flour dust, solvent vapours or mixtures of air with certain gases can, at specific concentrations, create an explosive atmosphere. A simple electrostatic spark, unauthorised welding or non-compliant equipment can then trigger an explosion.

Government Decision No. 1058/2006 on the minimum requirements for improving the safety and health protection of workers potentially exposed to risks arising from explosive atmospheres — commonly known in industrial environments as the ATEX regulation — establishes a clear order of priority for employers whose activities involve this type of risk. The first priority is to prevent the formation of explosive atmospheres. Where the nature of the activity does not allow this, the employer must prevent the ignition of such an atmosphere. If this second measure is not sufficient either, the harmful effects of a potential explosion must be limited so that workers’ safety and health are protected.

The central obligation under Government Decision No. 1058/2006 is the preparation and regular updating of an explosion protection document. This document must demonstrate that explosion risks have been identified and assessed, that appropriate measures have been implemented to meet the objectives of the regulation and, crucially for the practical organisation of the workplace, that areas where an explosive atmosphere may occur have been classified into zones according to the probability and duration of the presence of such an atmosphere.

This zoning determines what types of electrical equipment may be used in a particular area. Standard equipment capable of producing sparks or overheating is prohibited in hazardous zones and must be replaced with equipment specially certified for explosive atmospheres. The classification also determines where hot work or welding is permitted and under what conditions — generally subject to a dedicated work permit issued only after the absence of risk has been verified.

Unlike many other industrial risks, which accumulate gradually, the risk of an explosion in an atmosphere containing combustible dust or flammable vapours is inherently an “all-or-nothing” type of risk: either the conditions required for an explosion are not present, or, once they are, the consequences are almost invariably catastrophic. This is precisely why the explosion protection document is not a formality to be filed away, but a practical tool that ensures that a flour storage facility or an industrial painting area remains a workplace day after day, rather than becoming an imminent hazard.
