The Diaspora Invests Back Home: Grants for Companies in 2026

The “Diaspora Invests Back Home” programme, approved by Government Decision No. 601/2026, introduces a support mechanism for Romanians living abroad who want to establish or develop businesses in Romania. The programme is aimed at newly established companies and provides access to investment loans supported through a de minimis state aid scheme.

Who Can Access the “Diaspora Invests Back Home” Programme?

Microenterprises and SMEs established no more than three years ago may be eligible if they are majority-owned by Romanian individuals who have had their domicile or residence abroad for at least 12 months out of the previous 18 months.

Founders or administrators must also demonstrate at least nine months of relevant experience or education in the field of the investment or in management.

The programme also requires beneficiaries to maintain the assets and majority of the share capital for three years after completion of the investment, as well as to provide their own financial contribution.

What Financing Is Available?

Investment loans may range from €5,000 to €500,000 and have a maximum term of 10 years, without extending beyond 31 December 2037.

The grant provided under the de minimis scheme may cover up to 60% of the loan value, subject to a maximum of €200,000 per beneficiary.

The beneficiary’s own contribution is 10% for projects of up to €400,000. For entrepreneurs under the age of 35, this contribution may be reduced to 5%, while for investments exceeding €400,000, the required contribution is 15%.

What Is the Programme Budget?

For the 2026–2029 period, the programme has a total budget of RON 506 million, equivalent to €100 million, allocated from the state budget. The authorities estimate that approximately 1,000 beneficiaries could benefit from the scheme.

“Diaspora Invests Back Home” creates a financing opportunity for Romanians living abroad who wish to invest in Romania. However, eligibility and the financing structure should be assessed in relation to the specific conditions of each project and the implementation procedure.
