How the WorkinRomania.gov.ro platform works

Government Decision No. 602/2026, published in Official Gazette No. 658 on August 7, 2026, establishes the operating, security and interconnection rules for the WorkinRomania.gov.ro platform, created to manage procedures concerning foreign nationals’ access to the Romanian labor market.

The platform is integrated into the Ministry of Internal Affairs’ service hub and enables employer registration, authorization of recruitment agencies, and management of the documents required for employing foreign workers.

What employers need to know

Access to the platform’s services is provided through an account validated in the MAI hub. Employers can designate authorized persons to upload documents, complete applications and track case files.

However, employer registration remains the responsibility of the legal representative. The legal representative is responsible for the accuracy of the information entered and must revoke access for designated persons when their employment or collaboration relationship ends.

Applications are generated electronically after the data has been confirmed, consent to the processing of personal data has been provided, and qualified electronic signatures have been verified.

An important feature is the automatic verification of job offers. For certain procedures, the platform checks whether the requested occupation is included in the list of shortage occupations provided for by Government Emergency Ordinance No. 32/2026.

Protecting foreign workers

The platform also includes a multilingual mechanism through which foreign workers can submit complaints concerning potential abuses. Complaints may include documents and multimedia files and are forwarded to the competent authority, depending on the circumstances.

The system can automatically update the status of employers or recruitment agencies when sanctions are imposed and may temporarily restrict access to certain operations.

Security and data protection

WorkinRomania.gov.ro processes data such as identification information, passport and residence permit details, employment information, health insurance data, criminal record information and tax status.

To protect this information, the framework provides for measures including multi-factor authentication, data encryption, network segmentation, activity monitoring, backups and incident recovery procedures.

For employers and recruitment agencies, the new framework means further digitalization of procedures concerning foreign workers and requires greater attention to data accuracy, access delegation and compliance with data protection rules.
