Measures to stimulate employment are aimed at both job seekers and employers (1)

1. Measures for job seekers

 

Insertion premium

Graduates of educational institutions and special schools, aged at least 16, who, within 60 days of graduation, register with the employment agencies and take up full-time employment for a period of more than 12 months, are entitled to an integration premium equal to 3 times the value of the social reference indicator in force at the time of their employment. The integration premium is granted in two instalments, as follows: half of the amount set at the date of employment and half after the expiry of the 12-month period of employment. In order to benefit from the integration premium, graduates must not be in employment at the time of graduation, must not have had an employment relationship with their employer in the last two years, must not be admitted to another level of education and must not be graduates of educational institutions with which employers are required by law to employ them.

 

The framing premium

Persons registered as unemployed with the employment agencies may benefit for 12 months from a non-taxable integration allowance of a maximum of 55lei/day if they are employed in a locality situated at a distance of more than 15 km from their place of residence. The amount of the premium is calculated in proportion to the number of days worked, at a rate of 0.5 lei/km.

The placement premium is granted to persons whose place of residence is in one of the areas provided for in the National Mobility Plan, irrespective of whether or not the locality where they are employed is located in the areas provided for in the National Mobility Plan.

 

Installation premium

People who take up employment in a locality situated more than 50 km from their place of residence and who change their domicile or establish their residence in that locality may benefit from a non-taxable installation premium of 12500 lei for single people or 15500 lei for people accompanied by family members (husband/wife and/or children). If both spouses meet the conditions for granting the premium, one will receive 12500 lei and the other 3500 lei. The premium is granted in two instalments: half on the date of installation and half 12 months after employment.

The conditions for granting one of the two installation bonuses are:

– The contract must be for a full 8 hours/day for at least 12 months.

– The employee or spouse has not received one of the two bonuses in the last 36 months

– Has not been employed by the employer in question in the last two years or by an employer whose director/partner has this status and by other employers with whom the person has had an employment relationship in the last two years

– Not to own or co-own a dwelling in the locality in which he/she is employed or in neighbouring localities

– Not to benefit from transport or its settlement from the employer, in the case of the installation premium, or from housing/rent provided by the employer in the case of the installation premium

– Not to have their unemployment benefit suspended/terminated

 

 Relocation premium

Persons registered as unemployed who are working in a locality situated more than 50 km from their place of residence and who change their place of residence or establish their residence in that locality, whose net income, alone or with their family, does not exceed 5000 lei/month, benefit from a non-taxable relocation allowance of 75% of the housing expenses, but not more than 900 lei. The premium is not granted if the employer provides the employer’s accommodation or bears the rent. The conditions for the grant are the same as for the installation premium. All premiums are also granted if the person terminates the employment relationship with the current employer within the first 12 months and re-employs within 30 days with another employer under the same conditions.
