New TollRo Rates and Rounding Rules: MTI Order No. 959/2026

As of October 8, 2026, freight carriers with vehicles weighing over 3.5 metric tons will pay the TollRo rate according to a new schedule. The Ministry of Transport and Infrastructure (MTI) issued Order No. 959/2026, published in the Official Gazette No. 847, which amends MTI Order No. 1,925/2025.

The order is based on Law No. 226/2023 regarding the application of road tolls on Romania’s national road network. It establishes clear rules for the calculation, rounding, and structure of the unit toll rate.

The New Rounding Rule

The unit toll resulting from periodic updates is now rounded to the nearest bani: The Order also replaces the annex regarding vehicle categories and the unit toll per kilometer applied within the SETRE Romania (European Electronic Road Toll Service) area.

  • fractions of 0.5 bani or more are rounded up;
  • fractions of up to and including 0.49 bani are disregarded.

How the per-kilometer rate is determined

The cost per kilometer depends on two variables: The unit rate has two components. The first is the infrastructure usage fee, which recovers the annual costs of maintenance, structural repairs, and operation of the electronic toll collection system (STRR). The second is the fee based on external costs, which covers environmental and health damages caused by air pollution.

  • road category: highways and expressways, and national roads;
  • vehicle parameters: maximum authorized gross weight (MTMA) and EURO emissions class.

Who Pays More and Who Pays Less

Rates increase progressively with the level of pollution, in line with the European “polluter pays” principle. The reference rate is the fee for the EURO VI class: Electric vehicles receive a 75% reduction compared to the EURO VI rate. The reduction is calculated directly from the updated reference rate and applies to all freight vehicles with electric propulsion as indicated in their registration documents.

  • EURO V–IV: the EURO VI toll rate increased by 15%;
  • EURO III–0: the EURO VI toll rate increased by 30%;
  • legal cap: a polluting vehicle cannot pay more than 100% of the toll for an equivalent EURO VI vehicle.

The new toll rates are mandatory for all freight transport operators as of the date of publication of the order in the Official Gazette.

Official TollRo Rate Schedule

Electric vehicles have the lowest costs on both types of roads, while EURO III–0 vehicles have the highest. The values are in lei per kilometer, including VAT, for the SETRE Romania network.
