Adjustment of the Support Scheme for Wind and Solar Energy

The Order of the Minister of Energy no. 1247/2025, published in the Official Gazette no. 959 of October 16, 2025, amends and supplements Order no. 1120/2024, which approved the State Aid Scheme in the form of Contracts for Difference (CfD) for electricity generation from renewable sources – onshore wind and solar photovoltaic.

The updated provisions aim to make the support framework for green energy investments more flexible and better aligned with market conditions. The main changes include:

  1. New CfD auction for unallocated capacities
    If, after the completion of a competitive bidding process, part of the installed capacity for one of the technologies (wind or solar) remains unallocated and no CfD contracts are concluded, the Ministry of Energy may organize a new CfD auction, ensuring the competitive nature of the process. The auctioned capacity will be determined by the order initiating the new round.
  2. Updated total budget of the scheme
    The total estimated budget for the CfD scheme amounts to the equivalent of €3 billion, primarily financed through non-reimbursable EU funds provided from the Modernization Fund and, where necessary, through the National Recovery and Resilience Plan (NRRP), in line with the relevant Council implementing decisions.
  3. Measures to cover funding shortfalls
    If the financial resources from the Modernization Fund or the NRRP are depleted, the Ministry of Energy will take the necessary steps to cover the CfD deficit and will notify the European Commission of any amendment to the existing aid, in accordance with Commission Regulation (EC) No. 794/2004.

Through these adjustments, the Ministry of Energy seeks to maintain a competitive and sustainable framework for renewable energy production, supporting Romania’s goals for energy transition and carbon emission reduction.
