State Aid Scheme „e-MOVE RO” (2)

The Ministry of Transport and Infrastructure launches the state aid scheme „e-MOVE RO”, aimed at supporting investments in zero-emission mobility infrastructure. The scheme applies until 31 December 2028, with payments possible until 31 December 2030. Funding is provided through grants from the Modernisation Fund.

Eligible Investments

Projects are eligible if they target:

  • Sub-measure 1: construction, installation, modernization or extension of charging infrastructure, including connection and installation costs.
  • Sub-measure 2: same as Sub-measure 1, plus on-site renewable energy production and storage units.

Requirements for Public Charging Infrastructure

  • At least 2 AC charging points (22 kW), 2 DC points (150 kW), and at least 1 DC HPC point (350 kW) where justified.
  • Infrastructure must allow smart charging.
  • 24/7 non-discriminatory access, with widely used electronic payment methods.
  • User tariffs must reflect market prices.

State Aid Value and Intensity

  • Maximum grant per beneficiary: EUR 25 million.
  • Aid cannot exceed 40% of the scheme’s total budget.
  • Maximum intensity: 100% of eligible costs, through a competitive bidding process.

Eligible Costs

  • Sub-measure 1: costs related to charging infrastructure and connection works.
  • Sub-measure 2: same as Sub-measure 1, plus on-site renewable energy production and storage.
  • VAT and other non-eligible expenses are excluded.

Implementation

The scheme is based on a competitive bidding procedure, with project selection criteria focusing on:

  • aid requested per kW installed,
  • use of renewable energy.

Projects are ranked according to their scores and funded until the allocated budget is exhausted.
