Intrastat value thresholds

Information on INS Order No 2353/2024 on Intrastat value thresholds for 2025:

Value thresholds for 2025:

Shipments of goods:      1,000,000 lei.

Introductions of goods: 1,000,000 lei.

These value thresholds determine the obligation for economic operators to submit Intrastat statistical returns.

Categories of economic operators obliged to report:

1. Economic operators active in 2024:

Those that in the year 2024 have intra-EU trade in goods exceeding the Intrastat value thresholds set for that year.

Obligation: As from January 2025, they must complete and transmit Intrastat statistical returns.

2. Economic operators active in 2025:

Those who, during 2025, exceed the value thresholds of 1,000,000 lei for dispatches and/or introductions of goods.

Obligation: the Intrastat declarations must be transmitted from the month in which the cumulative value at the beginning of 2025 exceeds the thresholds, separately for each flow (dispatches or introductions).

Intrastat Declaration:

The Intrastat declaration is a statistical tool used to collect data on trade in goods between Member States of the European Union. It is essential for compliance with the reporting requirements imposed by EU legislation.

The economic operators fulfilling the above conditions must complete and transmit these declarations to the National Statistical Institute under the terms and conditions laid down in the legislation.
