Regulation of Unit Road Tolls in Romania

Order MTI no. 1925/2025, effective from July 1, 2026, sets the framework for TollRo rates applicable to heavy freight vehicles on Romania’s national road network (SETRE system). It implements Law no. 226/2023, approving vehicle categories and unit tolls per kilometer.

  1. Scope and Principles
  • Applies to all freight vehicles with Maximum Authorized Mass (MTMA) > 3.5 tons.
  • Key principles: non-discrimination and classification based on MTMA and EURO emission class.
  • Unit toll consists of:
    • Infrastructure costs: maintenance, major repairs, operations, electronic tolling;
    • External costs: environmental and health impacts (vehicle emissions).

Higher-polluting vehicles pay extra: +15% for EURO V-IV and +30% for EURO III-0, capped at double the EURO VI rate.

  1. Toll Updates and Ticket Management
  • Tolls are updated annually in December using the Consumer Price Index (CPI), effective January 1.
  • Route tickets: valid for the full period of issue even if tolls change; advance tickets are paid at the current year’s rate.

The order ensures funding for road maintenance and encourages the use of low-emission vehicles, supporting sustainable development and environmental protection.
