MEEMA approved Order no. 3,083 / 2020 regarding the Procedure for implementing the measure Grants for working capital granted to SMEs within the state aid scheme established by Government Emergency Ordinance no. 130/2020 on some measures for providing financial support from non-reimbursable external funds, related to the Competitiveness Operational Program 2014-2020, in the context of the crisis caused by COVID-19, as well as other measures in the field of European funds, published in the Official Gazette no. 965 of October 20, 2020.
The main objective of the State aid scheme is to provide financial support from non-reimbursable external funds related to the Competitiveness Operational Program 2014-2020, in the context of the crisis caused by COVID-19, for the beneficiaries of single enterprises defined in the procedure, whose activity was affected directly or indirectly by the spread of the SARS-CoV-2 virus or whose activity was prohibited by military ordinances during the state of emergency or restricted during the state of alert.
The measure is valid until 31 December 2020, payments under the measure will be made until 31 December 2023, with the possibility of extending the validity of the measure.
The budget allocated to the measure is in the total amount of 350,000,000 euros, of which 265,000,000 euros are non-reimbursable external funds, 42,500,000 euros are funds from the state budget and co-participation (co-financing) of 42,500,000 euros from the beneficiaries. By implementing the measure, it is estimated that state aid will be granted to a maximum of 100,500 beneficiaries. The exchange rate used is InforEuro from September 2020, respectively 1 euro = 4.8395 lei.
