Methodology for Granting E-Vouchers to Persons with Disabilities (2)

To ensure a fair and transparent distribution process, the granting of e-vouchers for persons with disabilities is organized through a hybrid system coordinated by the National Authority for the Protection of the Rights of Persons with Disabilities (ANPDPD), in two distinct sessions.

  1. Session 1 – Hybrid Process (Physical–Online)

Session 1 consists of four stages:

  • Stage 0 – Pre-Registration: Launch of the application call and completion of the online form, including consent for personal data processing under GDPR. Each applicant receives a unique registration number establishing chronological order.
  • Stage 1 – Target Group Registration: Verification of eligibility and submission of complete documentation (ID, disability certificate, legal representation documents, and self-declarations).
  • Stage 2 – Needs Assessment and Product Selection: Based on the evaluation sheet and professional recommendation, the type of assistive technology and supplier are determined. Applicants have up to 30 days to confirm the product and pay any price difference.
  • Stage 3 – Validation and E-Voucher Issuance: After verifying the file’s compliance, experts issue the electronic voucher, which is sent to both beneficiary and supplier.
  1. Session 2 – RNTAA Online Platform

In Session 2, the final stage is fully conducted online via the RNTAA Platform (National Register of Assistive and Access Technologies). Eligible applicants create a unique account using their personal identification number. Validation, product selection, and e-voucher issuance occur digitally, with a 30-day deadline extendable once.

  1. Compliance, Monitoring and Revision

All documents must be complete, valid, and compliant with the methodology. Products must appear in the official Assistive Technologies List published by ANPDPD.
The project aims to improve the situation of 4,307 persons with disabilities, assessed six months after receiving assistive technology. Beneficiaries must use the product for at least three years, without reselling or transferring it.
The methodology may be reviewed and updated based on results and feedback to ensure more efficient fund allocation and support.
