The National Authority for the Protection of the Rights of Persons with Disabilities (ANPDPD) has issued Order No. 723/2025, published in the Official Gazette on October 8, 2025, approving the Methodology for granting e-vouchers for the purchase of assistive and accessibility technologies. The measure is part of the “Social Inclusion for Persons with Disabilities through Assistive and Accessibility Technologies – TECH-ASSIST” project, funded under the Inclusion and Social Dignity Programme 2021–2027.
The main goal is to enhance social and economic inclusion of persons with disabilities by facilitating access to technologies that promote autonomy, communication, mobility, and social participation. The project targets at least 4,307 beneficiaries nationwide.
Eligibility Criteria
Eligible applicants are persons with disabilities—children or adults—residing in Romania, holding a valid disability certificate. They must not have received public or EU funding for similar technologies during the past year (for minors) or the past three years (for adults).
Eligible products must be directly related to the disability, bear the CE marking, and, in the case of medical devices, be approved by the National Agency for Medicines and Medical Devices. Each e-voucher is valid for six months and covers up to 39,900 RON, including VAT, customization, and necessary accessories.
Allocation of Funds
E-vouchers are distributed through two consecutive sessions, ensuring fair regional and functional allocation. Funds are divided into three main categories:
- Mobility, transport, orthotics, and prosthetics (40%)
- Communication and information management (30%)
- Other assistive technologies (30%)
At least 25% of total funds are allocated to children with disabilities, to encourage early intervention and school integration.
Through this program, ANPDPD aims to ensure efficient use of public resources and promote a sustainable, inclusive framework for equal access to assistive technologies.
