Starting August 1, 2025, the Romanian Customs Authority (AVR) has implemented the National Import System (SNI), a modern IT platform designed to digitalize and simplify the customs declaration process for imports.
The new system, regulated by AVR Order no. 2,478/2025, published in the Official Gazette no. 781 of August 21, 2025, replaces previous procedures and provides a faster, more transparent, and secure framework for importers.
Key updates for importers
- Filing the Import Customs Declaration (DVI):
Declarations are completed electronically in the SNI application and must include a Local Reference Number (LRN). The document is submitted securely with a qualified electronic signature, and supporting documents may be attached in digital format. - Processing stages of the DVI:
After initial verification, the customs office accepts the declaration and the system generates a Master Reference Number (MRN). Amendments may be requested before customs clearance is granted. - Customs control and handling discrepancies:
Based on a risk analysis, the customs office may decide to check documents or goods. Outcomes include full compliance (code A1), correction of minor errors (code A4), or rejection in case of major irregularities (code B1). - Payment and customs clearance:
Once controls are finalized, the system verifies the payment of customs duties and other taxes. Customs clearance is granted only after payment confirmation.
Additional procedures and special cases
The new system supports simplified procedures such as pre-lodged declarations (before goods arrive), simplified declarations, and centralized clearance. In case of SNI unavailability, an emergency fallback procedure ensures operational continuity.
Additionally, AVR Order no. 2,495/2025 provides clarifications on tariff quotas – import volumes that may benefit from reduced or zero customs duties. Applications are submitted electronically via the DVI, and are deemed filed once the declaration is accepted by the customs office.
