State Aid Scheme „e-MOVE RO” for Zero-Emission Mobility Infrastructure (1)

On August 25, 2025, Order 1318/2025 was published in the Official Gazette no. 789, approving the State Aid Scheme „e-MOVE RO”. The program provides financial support for companies and communities in Romania to develop infrastructure for electric vehicles, contributing to the transition towards a climate-neutral economy.

Objectives

The scheme aims to:

  • reduce greenhouse gas emissions by promoting zero-emission transport;
  • achieve national and EU targets for renewable energy and transport decarbonization;
  • expand public charging infrastructure and local renewable energy production;
  • increase the use of green energy in transport and reduce drivers’ „range anxiety” regarding electric vehicles;
  • support the EU’s objective of climate neutrality by 2050.

Eligible beneficiaries

Applicants may include:

  • micro, small, and medium-sized enterprises (SMEs), as well as large companies, including state-owned enterprises, legally established and registered in Romania;
  • beneficiaries must prove technical and financial capacity, be up to date with tax obligations, and not be in financial distress or insolvency;
  • each project must be implemented in Romania, comply with eligibility rules, and contribute to national and EU energy and climate objectives.

Newly established companies and businesses active in specific sectors (fisheries, primary agriculture, certain agricultural processing, coal mining, export-related activities, etc.) are excluded.

General conditions

  • projects must be completed by 30 June 2030;
  • maximum state aid per beneficiary: EUR 25 million;
  • beneficiaries must ensure a project durability period of 5 years, during which financed infrastructure cannot be sold, significantly altered, and must provide non-discriminatory public access.
