Through OMF No. 1194/2025, published in Official Gazette No. 730 of 5 August 2025, the framework for the Accounting Reporting System as of 30 June 2025 applicable to economic operators has been established.
According to the regulation, the obligation to prepare accounting reports as of this date applies to economic operators who, in the previous financial year, recorded a net turnover exceeding the RON equivalent of EUR 1 million.
The reporting criterion is determined based on indicators from the annual financial statements and the trial balance for the previous financial year, using the exchange rate communicated by the National Bank of Romania at the end of that year.
Entities exempt from the 30 June 2025 accounting reporting obligation include:
- those that have carried out no activity from incorporation until that date;
- those temporarily inactive for the entire first half of 2025;
- entities incorporated during 2025;
- legal entities undergoing liquidation in accordance with the law.
The accounting reports must comply with the applicable accounting regulations for each category of economic operators:
- OMFP No. 1802/2014, as amended and supplemented;
- OMFP No. 2844/2016, as amended and supplemented.
OMF No. 1194/2025 specifies the content of the reporting forms and states that certain accounting rules, such as mandatory inventory and the valuation of all balance sheet items, do not apply to the 30 June reports. The level of detail of the information provided is lower compared to annual financial statements.
The deadline for submitting the accounting reports is 18 August 2025, to the territorial units of the National Agency for Fiscal Administration.
