Steps for submitting electronic returns according to ANAF public information

On the ANAF website you can find useful information on the steps for filing electronic returns, namely:

  1. Obtain a qualified electronic signature certificate according to Law 455/2001 from one of the accredited providers. The register of accredited certification service providers is established and published by the Authority for the Digitisation of Romania on the website www.adr.gov.ro.
  2. Install Adobe Reader.
  3. Download the confirmation document from the ANAF portal, fill it in, send it by e-mail to the certificate provider, receive it signed by the provider, then send it via the portal to ANAF (Electronic Declarations module, Qualified Certificate Registration option).
  4. List, sign and stamp the request for use of the e-filing service (form 150).
  5. On the power of attorney from the taxpayer: if the holder of the qualified certificate is not the legal representative of the taxpayer represented, the power of attorney document, authenticated by the notary public, shall be presented, showing the right of the holder of the qualified certificate to sign the tax returns for the taxpayer. If the holder of the qualified certificate is the taxpayer’s legal representative, the original and copy of the document attesting to this capacity (this document may be the resolution of the General Meeting of Shareholders or the Articles of Association of the company) must be presented.
  6. Present the documents to any tax office (power of attorney, identity card, form 150).
  7. Confirmation of the right to use the service is usually made by e-mail, to the address given in the form 150, within 4-7 working days after submission of the documentation to the tax office; failure to do so by the taxpayer does not constitute a procedural, technical or other obstacle to the submission of the returns. After this deadline you can try to use the filing service. The receipt received after filing is a confirmation of the technical possibility to use the “Filing service”.   8. Go to www.e-guvernare.ro Filing declarations, ANAF declarations (you will be redirected to the ANAF portal)
  9. Download the electronic forms.
  10. Fill in the declaration forms.
  11. Submit the declarations.
  12. Examine the status of the declarations submitted
