Changes related to online submission of environmental statements

In the Official Gazette (Part I) no. 639 of 12 July 2023 was published the MMAP Order no.1908/2023 on the amendment of the Order of the Deputy Prime Minister, Minister for the Environment, no. 572/2019 for the submission of statements on obligations to the Environmental Fund by electronic means of remote transmission.

According to the document, the authorized representatives in charge of the online submission of environmental declarations for companies are relieved of the obligation to submit the original notarial power of attorney to the Administration of the Environment Fund (AFM).

According to the provisions of the Order of the Ministry of the Environment no. 572/2019, the electronic filing of environmental declarations, in the eTax platform, is possible through the legal representative of the company or through a proxy of the legal representative.

  • the time lag generated by the time elapsed between the moment of sending the application for enrolment and the moment of receiving the original power of attorney at the AFM headquarters is eliminated;
  • considerably reduces the time required for analysing enrolment applications and accompanying supporting documents (previously, the same application was analysed twice, both when it was registered in the application and when the original power of attorney was received);
  • errors caused by uploading a power of attorney and sending another power of attorney to the AFM are eliminated;
  • eliminates the costs incurred by taxpayers in transmitting the power of attorney (mail, courier, etc.) and reduces the amount of paper consumed by taxpayers in the process of filing;
  • reducing bureaucracy and simplifying administrative procedures in order to make services for the business environment more efficient and better and, at the same time, improving taxpayers’ interaction with the AFM.
