In the Official Gazette No. 233 of 22 March 2023, the Ministry of Investment Order No. 1154/2023 was published, whereby low-income mothers, mothers with disabilities, mothers who are victims of domestic violence or minors, among others, will receive a state aid of 2,000 lei for the care of newborns.
According to the Order, the authorities have established the procedure for the distribution of this aid, which means that, in a short time, mothers will be able to actually receive the money from the state.
Please note that the specific procedure for the distribution of electronic social vouchers for newborns, introduced last year by OUG 113/2022, is contained in the Ministry of Investment Order no.1154/2023, which is already in force.
Specifically, the list of eligible final recipients, drawn up by the authorities, must be communicated by the local authorities to the prefect’s institutions on the last working day of each month.
Then, on the basis of the lists checked and centralized at the prefecture, the electronic media for social vouchers for newborns are printed, in the form of cards, which reach the municipalities in the second part of the month following the reference month, and the municipalities distribute to the final eligible recipients the social vouchers on electronic media for mother-baby couples.
According to the rules established by OUG 113/2022, the cash aid, which is worth 2,000 lei, can benefit mothers who:
- are entitled to the guaranteed minimum income (Law No 416/2001 on guaranteed minimum income);
- are part of families receiving family support allowance (Law no. 277/2010 on family support allowance);
- have disabilities;
- are temporarily in critical life situations (victims of disasters, domestic violence, dependent persons, etc.) and/or are in a particularly vulnerable situation (homeless, evicted from their home or any other vulnerable situation);
- do not have identity documents and cannot benefit from civil rights;
- are minors.
It is important to underline that mothers from the area of armed conflict in Ukraine can also benefit from this aid.
We emphasize that the amount of aid for newborns is 2,000 lei and can be updated annually by the Government, provided that this is done at least one month before the end of the year and the money can be used to purchase specific products for the newborn’s outfit, necessary for its care: diapers, toiletries, clothing, sanitary and medical items for mother and child, etc.
