Through two orders of the Ministry of Environment, Waters and Forests (MMAP), no. 908/2021 and no.909 / 2021, published in the Official Gazette no.589 / 2021, which applies from June 14, 2021, the financing guidelines of the Rabla Clasic and Rabla Plus programs of 2021 have been modified to simplify the registration of companies within the two programs.
According to an announcement recently published on the website of the Environment Fund Administration (AFM), the changes apply to funding files submitted starting June 14, 2021.
Thus, the files submitted until June 13, inclusive, will be solved according to the provisions of the two guides valid at the time of their submission.
Until the entry in force of the new amendments, the file submitted by companies had to contain several documents, but after the new rules came into effect, according to MMAP Order no. 908/2021, to access funding under the Classic Scrap program, companies no longer have to submit , within the prepared file, the power of attorney, in case the financing request is signed by an authorized person or the notarial power of attorney or any administrative document issued by the legal representative in this respect, in compliance with the legal provisions.
After the formalization of the new rules, according to MMAP Order no. 909/2021, for accessing the financing within the Rabla Plus program, the companies no longer have to submit, within the prepared file, the power of attorney, in case the financing request is signed by a person the power of attorney or the notarial power of attorney or any administrative document issued by the legal representative in this respect, in compliance with the legal provisions.
Moreover, according to Order no. 909/2021, companies requesting financing under the Rabla Plus program no longer have to submit the following documents:
- the identity document of the legal representative;
- the identity document of the authorized person;
- the administrative act (decision / order / decision / disposition) by which the legal person was registered, according to the special legal provisions;
- certificate / extract from the register in which the applicant is registered, as the case may be, issued by the competent authority, not older than 30 days at the date of submission of the acceptance file, showing that the organization has not been deregistered and not is in the procedure of dissolution or liquidation (or the normative act by which it was established, in the situation in which the applicant is not subject to registration in any register);
- the founding act (law / decision of the Government / court decision); nor
- the administrative act (order / decision / disposition) by which the head of the public institution was appointed / validated, extracted from the appointment order / certificate from which results the appointment of the head of the institution (which was submitted where appropriate).
These documents are no longer found in the provisions regarding the content of the acceptance file for Rabla Plus.
Rabla Clasic 2021 – Program – in short–:
The Rabla Clasic program is valid for the purchase of vehicles with combustion engine or hybrid with CO2 emissions below 140 g CO2 / km.
A ticket worth 7500 lei is granted for a used car (a car older than 8 years old scrapped in order to purchase a new car with reduced noxious substances). Only one such ticket can be used. Please note that the used vehicle refers to any car, minibus, light van or light truck / light truck, which cumulatively meets the following:
– is registered in Romania;
– contains cumulatively the essential components (engine, transmission, running gear, body, chassis, as well as the electronic equipment for managing the functions of the vehicle and the catalytic device, if they were provided from the manufacture);
– has during the year of enrollment in the program a seniority greater than or equal to 8 years from the year of manufacture. If the year of registration registered in the identity card is prior to the year of manufacture, the year of manufacture is considered the year of registration.
In addition, the buyer of a new car can also benefit from eco-bonuses, specific to the newly purchased car, so:
– ecobonus worth 1,500 lei when purchasing a new vehicle, except motorcycles, equipped with a propulsion system that generates a maximum emission of 96 g CO2 / km NEDC in mixed operation, according to the information entered in the COC (certificate of compliance), or equipped with LPG / CNG engine;
– ecobonus in the amount of 1,500 lei if the COC also includes the amount of CO2 emissions according to the WLTP standard, for the new vehicle except motorcycles, whose propulsion system generates a maximum of 105 g CO_2 / km NEDC in mixed operation , or equipped with LPG / CNG engine;
– ecobonus in the amount of 1,500 lei if only the amount of CO2 emissions according to the WLTP standard is registered in the COC, is granted for the new vehicle, except motorcycles, whose propulsion system generates a maximum of 124 g CO2 / km WLTP in regime mixed operation;
– ecobonus worth 3,000 lei when purchasing a new vehicle, except for motorcycles, equipped with a hybrid propulsion system.
The eco-bonuses can be cumulated if the new car meets both conditions, thus reaching a discount of 12,000 lei from the total price of the new vehicle.

Rabla Plus 2021 Program – in short:
The Rabla Plus program is a program valid only for 100% electric or hybrid Plug-in vehicles and can be accessed together with Rabla Classic.
There are two types of bonuses that can be obtained together with the 7500 lei ticket from Rabla Clasic:
– an eco-ticket of 20,000 lei for plug-in hybrid cars with CO2 emissions less than or equal to 50g / km (NEDC)
– an eco-ticket of 45,000 lei for the purchase of a 100% electric car.

It is important to mention that scrapping premiums can be transferred between all types of individuals or legal entities.
This change will allow access to the program by those who do not have an old scrap car.
