The Official Gazette no. 781 of 21 August 2025 published Order no. 2478/2025 approving the technical rules for the use of the National Import System (NIS), a key digital platform for modernizing and streamlining customs procedures.
The rules apply to all imported goods, regardless of customs regime, covering declarations H1–H7 and I1, such as release for free circulation, customs warehousing, temporary admission, or special regimes.
Main features:
The NIS ensures secure electronic transmission of customs documents and data. Connection options include:
- DTI (Data Trader Interface): a web interface with digital certificate for manual data entry or XML file upload.
- EDI (Exchange Data Interface): an automated solution for direct data exchange between company systems and NIS, eliminating paper-based processes.
Declaration process:
The Import Customs Declaration (DVI) is filed electronically and assigned a unique reference number (MRN). After validation, customs authorities conduct a risk analysis and decide on clearance or further checks (documentary or physical). Discrepancies may be minor (accepted by the declarant) or major (requiring further review). Declarants have the right to be heard before a final decision.
Tax management:
Customs and tax liabilities are verified, and once paid or guaranteed, the system automatically grants customs clearance.
Flexibility mechanisms:
- Amendment/invalidation of declarations: possible both before and after clearance, subject to procedures.
- Pre-lodged declaration: allows submission of a DVI up to 30 days before goods arrive, enabling early risk analysis and faster clearance.
Through these rules, the NIS provides a modern, digital, and transparent framework, simplifying import procedures for businesses.
