Use of the National RO e-Transport System – Legislative Updates 2024–2025

The RO e-Transport system, a vital part of Romania’s digitalization of tax administration, is designed to increase the administrative capacity to fight tax fraud by implementing smart digital tools for tracking high fiscal risk goods in both national and international road transports.

Between 2024 and 2025, Government Emergency Ordinance no. 41/2022, which governs the system, has been amended multiple times. The key changes include:

  • Mandating declaration of international goods transports for certain users;
  • Introducing exceptions from declaration for specific types of transports;
  • Clarifying sanctions applicable to economic operators;
  • Temporarily suspending obligations related to the transfer of vehicle positioning data.

Key Obligations

Declaration in the RO e-Transport system is required for:

  • Romanian suppliers (in domestic transactions);
  • Economic operators transporting goods between loading and unloading points within Romania.

For international transports, depending on the operation type, the obligation lies with recipients, suppliers, service providers, or warehouse operators.

Road carriers must:

  • Equip vehicles with satellite-based positioning systems;
  • Ensure data transmission for the transport duration;
  • Provide the UIT code to the driver (unique identifier generated by the system);
  • Activate/deactivate the device before/after the transport.

Drivers must present transport documentation and the UIT code upon request from ANAF, Romanian Customs, or the Police.

Exceptions

Transport declarations are not required for:

  • Diplomatic missions, international organizations, NATO forces;
  • Excise goods transported under suspension regime;
  • Postal services shipments.

System Infrastructure

RO e-Transport includes:

  • IT modules for transport management;
  • Free apps for positioning data transfer;
  • Interconnection with traffic monitoring systems (cameras, sensors);
  • Tracking and data analytics tools.

Economic operators must be registered in SPV (Virtual Private Space), either directly or via a legal representative or proxy.
