REGES-ONLINE replaces REVISAL: full digitalization of employee records becomes reality

The Government has approved the replacement of the REVISAL application with a new IT system – REGES-ONLINE – through Decision no. 295/2025, published in the Official Gazette no. 279 of March 31, 2025. The new platform brings a major structural change in the way employment data is managed in Romania, marking the transition to a centralized digital system, tailored to current requirements for technology, security, and transparency.

REGES-ONLINE is designed as a modern tool that simplifies operations for employers, ensures direct and easy access for employees to their own data, and reduces bureaucracy. The main objective is to streamline processes and ensure clear and compliant record-keeping of employment relations, in full accordance with labor legislation. The transition to the new system is essential for modernizing the administration of employment relationships and improving communication between employers, employees, and authorities.

Transition to REGES-ONLINE: What Employers Need to Know

To allow for an organized transition, employers have six months to fully migrate from the REVISAL system to the new REGES-ONLINE platform. Within 30 days from the entry into force of the decision, the Ministry of Labor will issue an order to regulate the technical details regarding access and use of the register – data entry, submission, and querying.

REGES-ONLINE will be a fully digitalized system accessible exclusively online. Employers will no longer install software locally but will perform all operations through a secure portal. The platform will enable direct and real-time interaction with the Labor Inspection, relevant authorities, and, for the first time, with employees, who will be able to access their own registry data at any time.

Moreover, the system is designed to interoperate with other public databases, enabling automatic checks and updates between institutions. Thus, employers and authorities will benefit from faster, clearer, and more secure processes in managing employment relations.

Key innovations introduced by the new system include:

  • Mandatory submission of data on new hires no later than the day before they begin work, along with the obligation to register contract suspensions, regardless of the reason – medical leave, unjustified absences, or force majeure;
  • Elimination of delays and abuses in data reporting through strict submission deadlines and tougher penalties for non-compliance;
  • Online access for current and former employees to their employment history, including the option to download an official extract, thus simplifying proof of work experience;
  • Enhanced system security through modern infrastructure and advanced cybersecurity technologies;
  • Elimination of manual updates, as the platform will automatically stay up to date for all users.

Authorities estimate that the new system will significantly improve compliance in labor relations and better protect employee rights. Real-time access by labor inspectors to data entered by employers will facilitate inspections and reduce response times in cases of non-compliance.

Another major advantage is the integration with partner institutions’ databases. REGES-ONLINE will enable automatic data synchronization with other public systems under the coordination of the Ministry of Labor, allowing more efficient compliance checks and eliminating the need for repeated data submissions.

After the transition period – the six months allocated for implementation – Government Decision no. 905/2017, which regulated the old REVISAL system, will be repealed, officially marking the final transition to the new digital paradigm in employment record management.

This administrative reform has the potential to significantly transform the relationship between employers, employees, and authorities, emphasizing transparency, efficiency, and personal data protection. At the same time, it is essential that employers pay close attention to the correct and timely implementation of the new requirements to avoid sanctions and operational difficulties.
