e-Transportation: penalties for not submitting GPS coordinates to the system will be applied from January 1, 2025

Following consultations with the business community, the Ministry of Finance and ANAF informs all economic operators that the provisions of art. 13^1 letters d)1 and e) of OUG no. 41/2022 regarding the non-transmission of GPS coordinates in the e-Transportation  system will apply from January 1, 2025.

The decision follows requests received from economic operators, in order to give them the necessary time to fully implement and test their internal systems in compliance with the requirements of the e-Transportation RO. We want this transition to be as smooth and efficient as possible for all the economic operators involved, so that they can comply with the legal requirements without incurring possible penalties.

We remind you that for monitoring the Transportation ation of goods, the RO e-Transportation  system retrieves data from GPS positioning systems, if the goods vehicles are equipped with such systems. For these situations, the necessary technical specifications have been uploaded on the RO e-Transportation  page of the MF website.

Otherwise, the vehicles must be equipped with a mobile phone-type device using satellite positioning and data transmission technologies, on which the e-Transportation  application, available on Apple Store and Google Play from July 15, 2024, is installed. As a reminder, the road transportation operator has the obligation to ensure the transfer of the positioning data of the transportation  vehicle subject to the declaration from the system, throughout the entire Transportation  route of the goods subject to monitoring by RO e-Transportation .

The e-Transportation system

The RO e-Transportation System monitors the domestic road transportation  of goods with high tax risk and international road transportation  of goods, an important component in the digitalization of ANAF, which aims to increase the administrative capacity to combat tax fraud.

The RO e-Transportation ation system, through the mechanisms it manages, will make an important contribution to reducing the VAT GAP, by monitoring the transportation ation of goods with high tax risk, aiming at taxing commercial transactions and increasing the state budget collections.
