In the Official Gazette of 27 February 2023, the Ministry of Investment and European Projects (MIPE) formalized the de minimis aid scheme for the listing of companies on the stock exchange.
The normative act establishes a transparent de minimis aid scheme for granting support to enterprises for listing on the stock exchange, within the framework of the National Recovery and Resilience Plan, component C9 (Support for the private sector, research, development and innovation), investment I3 (Aid schemes for the private sector), measure 2 (De minimis scheme to help Romanian companies in the process of listing on the stock exchange).
Please note that the aid is granted only under the conditions and criteria laid down in this de minimis aid scheme, within the limit of the available budget and applies throughout Romania.
Please note that the provider of de minimis aid and the administrator of this de minimis aid scheme is the Ministry of Investments and European Projects (MIPE).
Therefore, this de minimis aid is financed with money from the National Recovery and Resilience Plan, and applications will be made online on the dedicated platform – proiecte.pnrr.gov.ro. The aid is valid until the funds are exhausted, but no later than 30 June 2025. MIPE will announce the specific online application periods in the near future.
“The objective of the present scheme is to help enterprises to increase their access to finance through specific instruments, namely the issuance of new shares. Through this scheme, financial support will be provided in the form of a grant to companies wishing to issue shares, pre-qualified for admission to trading, in accordance with the conditions of the Bucharest Stock Exchange, based on the principle of “first come, first served”, according to the document.
The de minimis aid, which may be up to 200,000 euros per company, is aimed, with certain express exceptions, at a large part of the economic activities of providing goods, services or works.
According to the normative act, within the present scheme, the expenses related to the activities aimed at the admission to trading of enterprises, in accordance with the conditions of the Bucharest Stock Exchange, on any of the available market segments are eligible for granting de minimis aid and comply with the eligibility conditions of the present de minimis aid scheme.
Eligible expenses also include the costs of fees and commissions and other costs necessary for admission to trading, expenses related to the acquisition of legal consultancy services regarding the prospectus and activities prior to listing on the stock exchange and expenses related to the acquisition of financial audit and financial-accounting consultancy services.
