Emergency Ordinance (OUG) no. 130/2020

In the Official Gazette no. 705 of August 6, 2020, was published the Emergency Ordinance (OUG) no. 130/2020 on some measures for the granting of financial support from non-reimbursable external funds, related to the Operational Program Competitiveness 2014-2020, in the context of the crisis caused by COVID-19, as well as other measures in the field of European funds (annexed), with the following forms of support :

  1. Micro-grants granted from non-reimbursable external funds, once, with a value of 2.000 euros in the form of a lump sum, to cover certain types of expenses, detailed in the State Aid Scheme

Beneficiaries:

– small and medium enterprises that prove, through the submitted financial statements, that they do not have employees with an individual employment contract on 31.12.2019;

– PFA(Self-employed person), ONG(Non-governmental organization) with economic activity in one of the fields of activity provided in Annex no. 1 of the ONG;

– PFA(Self-employed person /CMI (Private Medical Office) if they were involved in the transport, equipment, evaluation, diagnosis and treatment of patients diagnosed with COVID-19 who did not benefit from the medical incentive granted under OUG 43/2020.

Allocated budget: total value of EUR 100 million

Applications for funding submitted under calls for projects are selected in the order of submission, in compliance with the eligibility criteria.

  1. Grants for working capital granted in the form of a lump sum and a share of turnover, amounting to between 2,000 and 150,000 euros, to cover certain types of expenditure, detailed in the State Aid Scheme.

Co-financing: at least 15% of the amount of the grant requested.

Beneficiaries: small and medium enterprises (IMM) whose activity has been affected by the spread of the COVID-19 virus or whose activity has been banned or reduced by military ordinances during the state of emergency and/or during the state of alert.

Allocated budget: total value of EUR 350 Million

The grant will be made in installments, depending on the turnover for 2019 and represents 15% of it, not less than 2,000 euros and not more than 150,000 euros

Applications for funding submitted under calls for projects are selected in the order of submission, in compliance with the eligibility criteria.

The Ministry of Economy, Energy, and Business Environment will issue, between August 1 and September 15, 2020, upon request, emergency certificates to economic operators whose activity was affected in the context of the SARS-CoV-2 pandemic during the state of emergency, based on OUG no. 29/2020, based on the statement on its own responsibility that the economic operator recorded a decrease in revenues or revenues of at least 25% in March, April or May 2020 compared to the average of January and February 2020 or partial or total interruption of activity as a result of decisions issued by the competent public authorities during the declared state of emergency.

  1. Grants for productive investments granted to IMMs from non-reimbursable external funds based on the evaluation of the submitted investment project, with a value between 50.000 euros and 200.000 euros, depending on the financing needs of the submitted investment projects, for the eligible areas of activity of the Scheme state aid,

Allocated budget: total value of EUR 550 million

Co-financing: at least 15% of the value of the grant requested by the beneficiaries from the less developed regions and 30% of the value of the grant requested by the beneficiaries from the Bucharest-Ilfov region.

Investment objectives:

– the expansion of existing production capacities, as well as for the expansion of service capacities;
– the construction of new units of existing production capacity, as well as the construction of new service units;

– rehabilitation/modernization of existing production units as well as for the rehabilitation/modernization of new service units.
